Chapter Officers and Their Duties
- President:
- Must Have good leadership qualities.
- Must preside over and conduct orderly meetings.
- Must know parliamentary procedures and delegate responsibility.
- Keeps informed of fellow officers and other members' progress, seeing that the chapter is moving forward.
- Vice President:
- First assistant to the president.
- Presides at meetings and other functions in the absence of the president.
- Works with all committees to see that all chapter programs are carried out.
- Carries specific responsibilities for program planning (often with the help from a program committee) to determine the program topics, secure speakers and arrange for necessary facilities.
- Must be well informed of issues and skilled in handling the chapter's business and be prepared to assume the office of the president when necessary.
- Responsible for a year-end report on the chapter's accomplishments.
- With parliamentarian, is responsible for the arrangement of the meeting room.
- Secretary:
- Prepares and presents the minutes of each meeting.
- Keeps all chapter records as well as the VICA constitutions and bylaws.
- With the president, sets a tentative agenda of each meeting several days in advance
- Handles all correspondence and communication.
- Maintains a record of all members and committees, their members and chairpersons.
- Counts votes, unless someone else is appointed.
- Keeps the final copy of the chapter's calendar of activities.
- Treasurer:
- Receives all chapter funds and maintains a record of all income and expenses.
- Assists the president and other officers in setting up an annual budget.
- Sends out membership records.
- Pays all approved bills.
- Prepares financial statements.
- Makes a complete inventory of chapter equipment, books and other materials with the assistance of the chapter advisor.
- Keeps ledgers in cooperation with school authorities.
- Reporter:
- Handles all chapter publicity with school and/or local media.
- Gets news about the chapter before the public.
- Writes news stories on chapter activities.
- Prepares news releases and distributes them to media.
- Parliamentarian:
- Serves as a consultant to the president in procedural matters.
- Has a working knowledge of parliamentary law.
- Calls attention to any errors in procedure.
- Sergeant-At-Arms:
- Some chapters also elect a Sergeant-At-Arms. His or her duties vary, but, could include:
- Arranging the meeting room.
- Assisting with special programs or meetings.
